Jessica requested my partial in July '13 and I submitted it in August '13. Haven't heard back. Most agents say no response = rejection but most also do eventually reply when they've requested the manuscript. Any thoughts about the etiquette re: follow up?

Sent in my Query: 9/25
She replied back less than 15 minutes later and asked me to send her a proposal.
Did not realize she would respond to me so quickly.
Read her email 9/26 and sent her my proposal.
