It appears that it is Jean Nagger who is not accepting unsolicited queries.

Perhaps I'll have to break down and get some copies of my manuscript printed off and just plan on using the ole US postal service for some of my queries. But thanks for the heads up. I will at least print out my letter and try mailing it to him.

I also received an e-mail back from them on the same day stating that they are no longer accepting unsolicited queries. Jean Naggar did wish me well in my search for representation.

Keep in mind they ONLY accept SNAIL MAIL queries. The key words would be: "we are always accepting queries." Below is from their website:

At the Jean V. Naggar Literary Agency, Inc., we believe that the best way to keep growing is to represent the newest and freshest talent in the business. For this reason we are always accepting queries. Because we are constantly accepting these queries, it should come as no surprise that we will not accept unsolicited book excerpts or completed manuscripts.
