It appears that he isn't closed to queries. I got this form letter back yesterday.

"Thank you kindly for your submission. Although [REDACTED] seems a unique idea, we regret to inform you of our decision not to pursue further collaboration at this time.

We appreciate your time and patience and wish you the best of luck securing representation.
