Hmmm ... no responses since 2/11, apparently. Anyone know whether it would be acceptable to submit to another person at this agency if Rachel hasn't responded to my query after 8 weeks? I'm not sure what the etiquette is.

Sounds more like an 'at the same time' type thing. Do not query multiple agents at the same time, or they will toss it out. Unless the page says, a no from one agent means a no from all because they pass it along, then I'd assume once you get a rejection, the others are fair game....
